Root cause of traffic stress is HORNS.
There should be a mandate of non continuous horns i.e. even if the driver is pressing the horn continuously it will just blow for a second and stop. This way people will not be able to put pressure on each other. I think the psychology is that let the person go as he is making more noise. This has encouraged people who horn like crazy specially bikes, cabs, auto and tempo travellers. They get their way out by irritating others. They just do not want to stop for anything. They horn continues until they pass that junction or a stretch of road. There are lot of instances when horn is absolutely not required. People press it because they are habituated.
I strongly believe if the horns are put under control things will definitely improve. There will be no option to bark at other if the horn only works for a second. So people will be forced to obey rules and no other option but to wait patiently. There should be a decibel check mandated under PUC. This would check the decibel when the vehicle is in not moving and when it is accelerated.
